American International Group ’s efforts to sell one of its biggest life insurance companies to pay back its rescue loans are snagged on a tax issue that may require a special ruling by the Internal Revenue Service , The New York Times’s Mary Williams Walsh and Michael J. de la Merced reported , citing people briefed on the matter.
